The Office of the Secretary performs planning/ policy development activities for the department and assures that departmental programs serve the people of North Carolina. It also oversees grants appropriated by the N.C. General Assembly. The Office of the Secretary directs the North Carolina Awards program, which was instituted in 1961 by the N.C. General Assembly. The North Carolina Award, the highest honor the state can bestow, recognizes notable accomplishments by North Carolina citizens in the fields of scholarship, research, the fine arts and public leadership.

Serving as the gateway of information between the Department of Cultural Resources and the public, the Information and Marketing Services Office is responsible for keeping people in and outside of North Carolina informed about events and programs within the six different divisions and the department as a whole. Specific responsibilities of the Information and Marketing Services Office include promoting the entire Department of Cultural Resources by publicizing the diverse opportunities for experiencing North Carolina's culture, contacting media for special events within the department, issuing press releases for upcoming exhibits and programs sponsored by the divisions, and fielding questions on events within the department from the news media. The office also serves as an intermediary source of information for the divisions within the department.

The Administrative Services Office provides budgeting, purchasing, payroll and mail support to all divisions in the department and assures the fiscal and audit accountability of all state, federal, and private funds entrusted to the department.

The Information Technology Office (ITO) provides integrated information technology services within the Department of Cultural Resources.  ITO services include, computing/desktop support; administrative information systems support; data storage and network communication services. The ITO is lead by the Chief Information Officer who provides coordination, capital planning, policy management, and other agency coordination, intended to support the successful operation of the ITO and the Department of Cultural Resources.
