The Restoration Services Branch of the State Historic Preservation Office provides a variety of technical preservation services to the public and to governmental agencies, including coordination of federal and state historic preservation tax credits for rehabilitations of historic buildings. 

F. Mitchener Wilds (919-814-6588) has been branch supervisor since 2005. The Raleigh-based staff includes Tim Simmons (919-814-6585), Senior Preservation Architect, coordinator of the tax credit program for income-producing structures, and coordinator of the Americans with Disabilities Act review; Jeff Adolphsen (919-814-6572), Senior Restoration Specialist; Brett Sturm (919-814-6589), Restoration Specialist;and Jannette Coleridge-Taylor (919-815-6590), Tax Credit Program Assistant. 

Three restoration specialists work out of the regional offices. Jennifer Cathey is based in the Asheville office; Reid Thomas and John Wood are based in the Greenville office. Each restoration specialist is assigned to a region of the state as shown on the map below. 

 

The Restoration Services Branch staff provides coordination and technical services for state and federal preservation grant-in-aid projects throughout the state. Technical services include architectural research, planning, and review of architectural plans and specifications. The branch also coordinates the federal and state rehabilitation tax credit programs in North Carolina. The branch advises building owners and their architects on application procedures and requirements for securing the credits, and reviews all tax credit applications.

The Restoration Services Branch also reviews, monitors, and assists restoration and rehabilitation work on all state-owned properties listed on the National Register of Historic Places, including the State Capitol and the Executive Mansion in Raleigh and numerous other historic properties throughout the state. The branch also reviews and monitors state and federally-funded or licensed projects which may affect historic properties under the state and federal environmental review programs. Examples of this type of project may include highway projects or federally-insured banks to be located in historic areas. The branch provides technical services to these projects as well.

Finally, the Restoration Services Branch provides technical restoration services to local governments, private organizations, and private citizens who own historic buildings. Local consultation projects include historic county courthouses and municipal buildings, private homes, commercial buildings, and churches. The branch provides technical restoration services to over 6,000 state and federal grant-in-aid, tax credit, environmental review, and local consultation projects annually.
